Koronadal City, South Cotabato – The NEDA Regional Office XII recently held a reorientation on its Assignment Tracking System (ATS) and Integrated Personnel Management System (IPMS) for its staff on 29 July 2015 at NRO XII’s Special Research and Data Center (SRDC).
The activity was conducted to provide new employees of NRO XII the basic knowledge of the structure, advantages and standard operating procedures of the systems. It also provided NRO XII staff updates on the enhancement undertaken by the office to improve the systems’ value and utilization to meet organization performance objectives.
Engr. Romeo A. Salac, EE, and Engr. Ricardo L. Lamorena, Jr., ECE, conducted the reorientation. Engr. Salac, Senior EDS of the Project Monitoring and Evaluation Division and NRO XII IPMS Administrator, discussed the following: objectives and management of the IPMS; the subsystems eNPIS, eDTR, ePayroll; responsibilities of the IPMS Team and NRO XII personnel on systems management. The IPMS, which was installed at NRO XII on July 5-7, 2010 with the assistance of NRO I, aimed to establish efficient work systems and procedures leading towards the institutionalization of productivity and quality at the workplace.
Engr. Lamorena, EDS II of the Policy Formulation and Planning Division and developer/system administrator of ATS, facilitated the reorientation on the said system. The ATS was conceived as a tool to track and monitor the status and the action taken on assignments given to the NRO and to ensure that deadlines and target dates of completion of these assignments are met.
The IPMS and ATS were established by NRO XII in 2010 pursuant to Administrative Order No. 161, s. 2006 (Institutionalizing Quality Management System in Government), Executive Order No. 605 (Institutionalizing Structure Mechanisms and Standards to Implement the Government Quality Management Program Amending for the Purpose AO 161, s. 2006), Republic Act No. 9485 (Anti-Red Tape Act of 2007), Memorandum Order No. 228, s. 2006 (Directing All departments, Bureaus, Commissions, Agencies, Offices and Instrumentalities of the National Government to Improve Transaction Costs and Flows in Order to Enhance Philippines Competitiveness), and Civil Service Commission MC No. 8, s. 2007 (Institutionalizing the Management of Personnel Files [201/120] to the Agencies).
The in-house activity was part of the continuing education sessions coordinated by the Human Resource and Management Services, Finance and Administrative Division (FAD), in line with the NRO XII Gender and Development, Wellness Program in CY 2015. (Lalaine M. Sajelan NEDA XII-FAD)
