KORONADAL CITY, South Cotabato – In preparation for the full operationalization of the Regional Committee on Devolution under the RDC, NEDA Regional Office (NRO) XII provided technical assistance to the Department of Budget and Management (DBM) XII through the conduct of Knowledge and Skills Sharing Session (KSSS).” The KSSS is a short term training on effective technical secretariat services and was held on August 25, 2021 via videoconference using Zoom platform.
The training was in response to the request of DBM XII Regional Director Akmad Usman to have a formal orientation for the agency’s staff who will be fulfilling the role of secretariat of the Regional Committee on Devolution XII. The Committee has been recently organized with the DBM XII RD as the chairperson in accordance with the Implementing Rules and Regulations (IRR) of Executive Order No. 138, series of 2021 (Full Devolution of Certain Functions of the Executive Branch to Local Governments, Creation of a Committee on Devolution, and For Other Purposes).
In tapping the services of NEDA, RD Usman emphasized that NRO XII has the expertise and experience in rendering Secretariat work as he has personally observed the efficiency through his participation in the Regional Development Council (RDC) XII, as well as his membership in the different sectoral and affiliate committees of the Council.
In her opening message, NRO XII RD Teresita Socorro C. Ramos, the RDC XII Vice-Chairperson, underscored that NEDA was deeply honored by the opportunity to share with the officials and personnel of DBM XII the procedures, processes, techniques and best practices which NRO XII follows, applies, and implements in the course of its Secretariat function. She further said that, “Knowledge is Power, Knowledge Shared is Power Multiplied”
Meanwhile, NRO XII ARD Carmel P. Matabang highlighted that the secretariat role of DBM XII cannot be overemphasized because it will be tasked with coming up with policy papers, resolutions, technical reports and documents. However, ARD Matabang, who is the RDC XII Secretary, was optimistic that DBM XII secretariat will be able to respond to this new challenge and she looks forward to the presentations of reports of the Regional Committee on Devolution XII in the Council meetings.
The lectures covered during the KSSS were the following: a) general roles and responsibilities or the Terms of Reference of a secretariat; b) preparing the work program, agenda setting and forecasting; c) conference management in the new normal; d) preparing the resolutions and instructions/agreements; e) preparing the e-agenda folder; f) e-records management; g) e-tracking of resolutions; h) importance of pre- and post- meetings; and i) preparing the committee meeting presentation and Accomplishment Reports.
A total of 22 DBM XII personnel joined the learning and development activity. In expressing their gratitude to NRO XII officials and the resource persons, DBM XII RD Usman and DBM XII ARD Libertine C. Guanzon awarded Certificates of Appreciation to NEDA XII RD Ramos, ARD Matabang and the technical personnel, namely: Romel Patrick E. Tanghal, Gwyneth Grace B. Collado, Jose Anthony Laurent P.
