The NEDA Regional Office XII Citizen’s Charter is an official document or a service standard which communicates, in simple terms, information on the frontline services of the regional office. It describes the step-by-step procedures for availing a particular service, and the guaranteed performance that may be expected for that service.
The Citizen’s Charter was crafted pursuant to the passage of Republic Act No. 9485 – “An Act to Improve Efficiency in the Delivery of Government Service to the Public by Reducing Bureaucratic Red Tape, Preventing Graft and Corruption, and Providing Penalties Therefor”, and in support of the Anti-Fixer Campaign mandating government agencies which provide frontline services to take appropriate measures to promote transparency and accountability when dealing with the public.
A Drafting Committee for the NRO XII Citizen’s Charter composed of division representatives was created per Special Order No. 20-2009 dated 6 March 2009 to draft the said charter (1st iteration). The charter is open for future enhancement, taking into consideration the manner the regional office provides service to the clients and the environment, as well as its interest to improve the systems and procedures for good governance.
In capsule, this document contains the vision and mission statements of NEDA RO XII, its functions, the frontline services and how the public can avail them. The charter also describes the feedback and redress mechanism using the prescribed form.
As NRO XII takes its path towards productivity and quality with the end view of improving the organization’s human resource and management systems, the Citizen’s Charter provides the initial step to bring the vision into reality. This is public service at its best.
