Koronadal City – The National Economic and Development Authority (NEDA) Regional Office XII Disaster Risk Reduction/Climate Change Adaptation (DRR/CCA) Core Team provided technical assistance to the provincial governments of South Cotabato and Cotabato on the updating of their respective Provincial Development and Physical Framework Plans (PDPFPs).
The Provincial Government of South Cotabato had an initial meeting with NEDA XII on October 03, 2018 to set out the action plan for the conduct of mapshops, workshops, and/or writeshops which would culminate with the approval of the province’s long-term plan. A technical meeting was likewise conducted on October 16, 2018 wherein representatives from the Land Management Services (LMS), National Mapping and Resource Information Authority (NAMRIA) of the Department of Environment and Natural Resources (DENR) and NEDA XII were present to agree on the administrative map that will be used for the South Cotabato DRR/CCA-enhanced PDPFP, 2020-2028.
The Disaster Risk Assessment (DRA) and Climate Change Vulnerability Assessment (CCVA) Workshop of the province was then conducted on October 22-26, 2018. Participants in the said workshop were from the planning and development, engineering, agriculture, integrated health, environment management, disaster risk reduction and management, economic and investment promotions, and arts and culture offices of the provincial government pursuant to the directive issued by South Cotabato Governor Daisy P. Avance-Fuentes.
Among the inputs provided to the participants were lectures on concepts and methodology on DRA and CCCA, namely: the Vulnerability Assessment Index Scoring (VAIS) per sector; the Hyogo and Sendai Framework South Cotabato Institutional Assessment; the preparation of susceptibility, severity of consequence, risks, and sensitivity tables, flood and rain-induced landslide hazard, consequence, risks, and climate change vulnerability maps; the latest version of the Rapid Earthquake Damage Assessment System (REDAS) software; and the Regional Development Council (RDC) XII Resolution No. 117, series of 2018, entitled enjoining SOCCSKSARGEN provinces/Highly Urbanized City (HUC)/Independent Component City (ICC) conduct REDAS training similar to Sarangani.
The Provincial Government of Cotabato on the other hand, also began its initial technical preparation for the updating of their PDPFP. During a meeting attended by the NEDA XII DRR/CCA Core Team on October 30, 2018, the Provincial Government of Cotabato was assured of the commitment of NEDA XII to provide the necessary technical assistance to development partners, such as the local government units (LGUs) and regional line agencies.
There were critical points and agreements made during the said meeting, namely: (a) the provincial government should decide on the map that will be used for the successor PDPFP in consultation with its constituent municipalities/city; (b) the new PDPFP shall be subjected to public consultation and endorsement of the Provincial Development Council or approval by the Sangguniang Panlalawigan; (c) the provincial government should conduct a technical meeting with the DENR, including its attached agencies LMS and NAMRIA, and all the municipal and city governments in the province before proceeding with the workshops, mapshops, and writeshops on DRA and CCVA Reports; (d) the PDPFP team and municipal/city technical counterparts should undergo a training on the latest version of REDAS software so that the Philippine Institute of Volcanology and Seismology (PHIVOLCS) would be able to provide the geologic hazard maps for the province through the said training; (e) the maps generated from REDAS shall be the basis for the single event hazard which also forms part of the DRA report; and (f) the action plan for the set of activities shall be submitted to Governor Emmylou J. Taliño-Mendoza, for consideration and approval.
Another meeting of NEDA XII with the component LGUs of the province took place on November 26, 2018 where representatives from the DENR XII were present to discuss matters regarding the cadastral maps of the component LGUs. It was decided that the Provincial Planning and Development Office shall officially request the shape files of the province from the DENR XII and these shall be shared with the component LGUs of the province to serve as administrative maps for their respective comprehensive land use plans (CLUPs). Likewise, the shape files of flood and rain-induced landslide hazard maps of Northern Mindanao (Region 10), Davao (Region 11) and Autonomous Region in Muslim Mindanao (ARMM) shall be also requested since they are neighboring regions of the province. After these files are obtained, another round of technical meeting between the provincial planning office and the component LGUs shall take place to discuss and come up with a final agreement on the provincial administrative map to be used in the DRA and CCVA reports and in the PDPFP.
