Koronadal City, South Cotabato – The NEDA Regional Office (NRO) XII conducted the plenary session (Level III) of its mid-year Internal Planning Conference (IPC) on 6 August 2015 at Villa Princessita, Koronadal City. The conference discussion focused on the implementation of the NEDA Strategic Performance Management System (SPMS). Division workshops (Level I) and Performance Management Team meetings (Level II) were conducted before the IPC Proper (Level III).

The conduct of the mid-year IPC hopes to address the gaps identified and come up with a uniform interpretation of the various SPMS performance measurement indicators with reference to NEDA’s Major Final Outputs. Specifically, it aimed to: a) assess the remaining work targets of the divisions and staff based on the CY 2015 NRO XII work program; b) present the final NRO XII work program for the second semester of CY 2015 as basis for the preparation of the second semester Office Performance and Commitment Review (OPCR), Division Performance and Commitment Review (DPCR) and Individual Performance and Commitment Review (IPCR); c) prepare a well-defined OPCR, DPCR, IPCR for the second semester of CY 2015; and d) discuss the proposed NRO XII SPMS standard rating scale for activities common and across all divisions.

In his opening message, Regional Director Arturo G. Valero underscored the importance of the office work program as the overall framework of the NRO in the planning and implementation of activities. He also emphasized the need to harmonize the work program and the OPCR, to include the Gender and Development, Senior Citizens-related activities. He enjoined the NRO XII personnel to act on SPMS requirements as they have bearing on the approval of personnel action.

Other relevant concerns presented in the conference were the status of the NRO XII IPC Agreements/Next Steps, CY 2014; draft NRO XII OPCR, second semester, CY 2015; and division rating scales.

As the mid-year IPC concluded, thirty eight (38) staff who were present agreed to the proposed timelines in the submission of the second semester targets for the NRO XII OPCR, DPCR and IPCR. (Lalaine M. Sajelan, NEDA XII-FAD)
