A team from the Policy, Standards and Monitoring Division, Civil Service Commission XII, namely Ms. Elizabeth M. Rasalan and Mr. Travis Ryan Delos Reyes visited the NEDA Regional Office (NRO) XII on 11-13 March 2015 for the onsite assessment and validation, in line with CSC Memo No. 3, s. 2002 on the Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME-HRM) and CSC Resolution No. 1301748 promulgated on 6 August 2013 which revalidated the Level II Accredited Status of NRO XII.
The reassessment aims to determine NRO XII’s level of accreditation and compliance to the requirements on recruitment and selection, performance management system, learning and development, and rewards and recognition using the PRIME-HRM assessment tool.
A pre-conference with the NRO XII ManCom members and staffs from the Human Resource Management Services, Finance and Administrative Division was facilitated by the CSC XII assessors on 11 March 2015 to discuss the purpose of the validation visit as well as the objectives of the PRIME-HRM.
As part of the onsite assessment process, eighteen (18) NRO XII staffs who earlier underwent the online assessment in February 2015 were interviewed by the assessors on the agency’s implementation of personnel mechanisms and practices. The interviewees composed of four (4) Managers/Supervisors, eight (8) rank and file staffs-2nd level, and six (6) rank and file staffs-1st level.
The CSC XII assessors also inspected the cleanliness and sanitation of the NRO XII premises, including its implementation of the Gender and Development Program, CSC Office Memo 67, s. 2011- Anti-Fixer Campaign and No Noon Break Rule Policies, No Smoking Policy, and use of the service IDs.
